About Lifeline

Lifeline is the Federal Communications Commission (FCC) program that makes telecommunications services accessible to low-income consumers. Currently, Lifeline provides eligible subscribers with a monthly discount on telephone service or broadband Internet, if contracted from one of the provider companies that participate in the program. Beneficiaries of the following government programs are eligible: Supplemental Nutrition Assistance Program (SNAP) in Puerto Rico PAN program, Medicaid, Federal Public Housing Agency (FPHA) – Section 8, Veterans’ pensioners and survivors’ beneficiaries or if their income is equal to or less than 135% of the federal poverty guidelines.

$5.55 /month

With the lifeline subsidie you can save as much as $13.25 on your monthly bill and only pay $5.55 for your home telephone service. The federal Lifeline Program provides a monthly subsidy to cover access and/or rental charges, under the Federal Universal Service Program. Besides of the $5.25 monthly subsidy provided by the federal program and the $1.50 provided by the Puerto Rico Universal Service Fund, WorldNet offers a monthly allowance of $6.50 to those customers who qualify, for a total discount of $13.25 per month.

Internet from $20.70 per month

Lifeline provides a discount of up to $9.25 per month to eligible low-income participants. Subscribers can receive a
Lifeline discount on either their landline phone service, their cell phone service, or their broadband Internet service,
but only one at a time.WorldNet has residential Internet service available throughout the Island. We have service through fiber optic and

HOW TO QUALIFY AND PROGRAM RESTRICTIONS

Program Process

1- Eligibility

Lifeline is available to low-income subscribers in all states, territories, colonies, and tribal lands in the United States. To participate in the program, subscribers must: earn an income at or below 135% of the poverty level established by the Federal Poverty Guidelines or participate in certain assistance programs such as the
following:

  • Supplemental Nutrition Assistance Program (SNAP) – In Puerto Rico PAN
    program
  • MediFederal Public Housing Agency (FPHA) – Section 8
  • Veterans Pensions and Survivors Benefit
  • Supplemental Security Income (SSI) – does not apply in Puerto Rico
  • If your income is equal to or less than 135% of the federal poverty guidelines.

2- How to apply to the program?

  • Through a service provider such as WorldNet. You must send the completed application and evidence of your enrollment in one of the programs to:

3. Required documents

  • Current or prior year benefit statement from a qualifying federal or state program.
  • Certification of benefits for the current or previous year from a program that makes you eligible.
  • Documents of program participation (for example, consumer PAN card, Medicaid card or a copy thereof)
  • In case of income eligibility, the client must present a copy of the income receipt or tax return.

LIFELINE PROGRAM RESTRICTIONS

  • Only one Lifeline Service is available per household
  • A household is defined, for purposes of the Lifeline program, as any individual or group of individuals who live together at the same address and share income and expenses.
  • A household is not permitted to receive Lifeline benefits from multiple providers (i.e., if you receive a Lifeline discount on your wireless service, you would not also qualify to receive that discount on you home phone service).
  • Violation of the one-per-household limitation constitutes a violation of the Federal Communications Commission’s (of “FCC”) rules and will result in the subscriber’s de-enrollment from the program.
  • Lifeline is a non-transferable benefit and the subscriber may no transfer his or her benefit to any other person.
  • Lifeline is a federal benefit and willfully making false statements to obtain the benefit can result in fines, imprisonment, de-enrollment or being barred from the program.
