WorldNet was founded by David Bogaty in 1996. From the original 10 employees to its current 165 team members, this locally owned Puerto Rican company attracts the best talent in the industry with its commitment to long-term relationships, technological innovation and community-based values.

David L. Bogaty
David L. BogatyCEO
After working for two years in Wall Street, David L. Bogaty (Portland, Oregon), a graduate from the University of Pennsylvania’s Wharton School of Business, decided to become an entrepreneur at 25. In 1993 he established Metracom with three partners. Based in Boston, the company’s business model –groundbreaking at the time– was reselling AT&T’s nation-wide long distance services. As director of New Business Development, owner, and member of the Board of Directors, Mr. Bogaty helped guide Metracom from an idea to a 20 million dollar company. Mr. Bogaty single-handedly developed the Puerto Rico office for Metracom. He later bought all of Metracom’s Puerto Rico assets and incorporated the company as WorldNet Telecommunications, Inc. Inspired by the opportunities of a brand-new market, he began to build the company based on a vision: “A highly successful company, uncompromisingly committed to excellence, integrity, caring and teamwork”.
María Virella
María VirellaPresident
After 15 years in WorldNet —as vice president for Finance, Operations and IT— María de los Ángeles Virella was appointed as the company’s president in 2015. A certified public accountant with a B.S. in Business Administration from the University of Puerto Rico, Virella had been comptroller and held various finance-related positions at several industries before joining WorldNet. Her experience in banking and distribution, for example, has proven valuable and has helped her make significant contributions to WorldNet.
Carlos Ortíz
Carlos OrtízIT Director
Carlos Ortiz has more than two decades of experience in the Telecommunications industry, including the last seven years working at WorldNet. Prior to joining WorldNet, Ortiz worked in a variety of technology and telecommunications companies including Wang Computers, MCI International, Newcomm Wireless (Movistar) and PRWireless (Open Mobile). He is currently the IT, Business Alliance and Wholesale Director, responsible for technology development, implementation and business support across the organization.
Enrique García
Enrique GarcíaTechnical Support Director
Enrique García worked as an independent consultant for three years, and at Puerto Rico Telephone Company for 20 years, before joining WorldNet in 2003. During his 11 years of service at WorldNet, he has been Network Administrator, Information Technology Manager, and Director for Technical Development. He has a Master degree in Network Security and is currently teaching at InterAmerican University – Bayamon, in addition to leading our Technical Support division.
Javier Santos
Javier SantosCommercial Director
Javier Santos is an expert in strategic sales in the business and enterprise sectors, with over 13 years of experience —including the last two years working at WorldNet. Prior to joining WorldNet, he worked in telecommunication companies, including AT&T, Claro, Sprint Puerto Rico and Sprint Boston. As our Commercial Director, he is responsible for delivering critical business objectives and growing market share.
José J. Vázquez
José J. VázquezBusiness & Financial Operations Director
Before joining WorldNet in 2005, José J. Vázquez worked for MoviStar, at several positions in Finance and Customer Service. He has been part of three operation system implementations in the local telecommunications industry — the most recent being at WorldNet in 2014, as our Business & Financial Operations Director.
Luis O. Rivera
Luis O. RiveraEngineering & Strategic Planning Director
Luis Omar Rivera has 19 years of experience in Puerto Rico’s telecommunications industry. Before joining WorldNet in 2014, he worked as an engineer and engineering director at several companies, including Cellular One, Centennial de Puerto Rico y Open Mobile. Right now he oversees network planning, engineering and operations. He has a Bachellor’s degree in Electric Engineering from the University of Puerto Rico – Mayaguez and a Master’s in Business Administration from the University of Phoenix.
Manuel Fraguada
Manuel FraguadaOperations Director
Manuel Fraguada spent 10 years at Centennial/AT&T, before joining WorldNet’s team in 2010. He has a Bachellor’s degree in Economics from the University of Puerto Rico and a Master’s in Business Administration from the InterAmerican University of Puerto Rico. Right now he is in charge of Customer Service, Installations, Project Management and Technical Support at WorldNet.
Martín Ortíz
Martín OrtízHuman Resources Director
Martín Ortiz has over 15 years of experience working in Human Resources for multinational and local companies. He has a Master’s degree in Business Administration from the Pontifical Catholic University of Puerto Rico. Prior to joining WorldNet in 2015, he worked for Pfizer, CEMEX, MMM Holdings and Cardinal Health, among other companies. He currently is the Human Resources Director and Senior HR Business Partner at WorldNet, responsible for identifying leads and ensuring a smooth and profitable operation of the company’s Human Resources Department.
María del Carmen Hernández
María del Carmen HernándezComptroller
María del Carmen Hernández has developed her professional career at WorldNet since her arrival in 2002. She started with a part-time job in the Billing Department and continued to grow to become Comptroller. Her Bachellor’s degree is in Business Administration form the University of Puerto Rico at Río Piedras, and she is a Certified Public Accountant since 2008.
